Give stars !!#253

Maybe we can be able to give the stars from our balance to someone else, that way it would be easier since votes have 12h cooldown and not everyone can afford stargifts, some’d like to give more than 2.5 stars at a time too !!

stargifts exist to avoid inflation of each currency (tickets/stars)– i don’t see a straight star to star trade happening due to this
